How do we get hold of the VPS system?

Hello -
apologies for putting this in Feature Requests - wasn’t quite sure where it should be.
We’ve got an upcoming project that we’d love to use VPS with.
Is it the case that we’ll be able to download a package and start working with it from the 24th or will there be some kind of application process? Thanks
