VPS scan marked as experimental, can't see scan mesh or overclock option in Ingress

Description of the issue:

Ingress player trying to improve and add new local VPS locations.

This particular portal had a lot of nighttime scans before it was activated. The rustic statue out front is difficult to register even during daylight scans.
I want to know why it’s not available for overclocking in Ingress and why isn’t there a mesh available to check for scan errors.
